Traffic Stop – Failure to Display Front Plate 

Because Boyd’s car was registered in a state (Illinois) that issues two plates, car could be stopped for failing to display a plate on the front, in violation of § 341.15(1) (“[w]henever 2 registration plates are issued for a vehicle, one plate shall be attached to the front and one to the rear of the vehicle.”).

¶7        Now, having dispensed with Boyd’s main argument, we can get down to the business of interpreting Wis. Stat. § 341.15, titled “Display Wis. Stat.§ 341.15, titled “Display of registration plates” is a “law[] of this state providing for the registration of … vehicles” from which nonresidents who meet the Wis. Stat. § 341.40(1) criteria are exempt.  As we already pointed out, § 341.15(1) states that “[w]henever 2 registration plates are issued, one plate shall be attached to the front and one to the rear of the vehicle.”  (Emphasis added).  Given the legislature’s use of the word “whenever,”[2] § 341.15(1) unambiguously applies to all vehicles operated in Wisconsin, not just those that are also registered in Wisconsin.  We note that the very next subsection, § 341.15(1m), sets out requirements for “any registration decal or tag issued by the department.”  (Emphasis added.)  Obviously, if the legislature had wanted to limit § 341.15(1) to cars issued two plates in the state of Wisconsin, it could have done so by stating that “whenever 2 registration plates are issued by the department, one plate shall be attached to the front and one to the rear ….”[3]  Boyd’s argument essentially asks us to read that extra language into the statute, which is something we may not do.  See Burbank Grease Servs., LLC v. Sokolowski, 2006 WI 103, ¶¶24-25, 294 Wis. 2d 274, 717 N.W.2d 781.  We therefore hold that § 341.15(1) applies to all vehicles driven in the state of Wisconsin, not just those registered here.

whew. even at half price, no thanks. the stock one looks pretty good in my opinon and goes with the lines of the bike and pipe. at least my graves. not to mention the price of an OE replacement if you ever break one. i replaced the fork guard, fender, headlight shroud, radiator shroud, AND an OE footpeg for like 100$ after a wipeout.

IF, and i dont think thats a common part to replace, but IF you did break one of those you couldnt just go pick another one up. kindof a dealbreaker for me

Guns & Coffee: Recoil Magazine

Yesterday I picked up the premier issue of Recoil... a touch on the expensive side for a gun rag, but I figured I'd give the new publication a shot (heh,) besides, it's a larger format than your standard magazine, the photos looked really good, and I needed something to occupy me during the downtime in my shift last night.

Quick and dirty: If I took ARFCOM and turned it into a well produced print magazine, this would be it.  Airsofters will geek, and Costa/Haley leg-humpers will probably be locked away for weeks after picking it up (they're not in it, but it's got that feel.)

More in depth... the articles vary as much as the requisite insanely expensive gun reviews (Nighthawk Predator and HK556A1,) a crazy expensive custom "bug-out vehicle," and an interview with JJ Racaza.  There's a full DIY article on polymer stippling, with step-by-step photos of the author going to town on an M&P pistol, and another showing how to thread the hole in your AR lower for the rear takedown pin retaining spring so you don't launch the thing across the room when you take the rear plate off (something I probably will do on future builds.)  Also very few ads, and none of that "cont. on pg. 87" crap you find in other magazines.

There are, on the other hand, advertisements involving scantily clad women, and (at least in the first issue) a lack of articles about techniques or tactics.  It really seems like more of a "gear-whore" centric magazine.  On that note, however, there is a great breakdown of all the gear featured on the cover of the issue right in the first few pages.  I think the only things they forgot where what socks and underwear the model was wearing (seriously... that's about the only thing they didn't mention.)  The "full-size custom" pull-out target is a bit of a let-down though, it's kind of small and looks quite gimmicky.

They don't have print subscriptions set up yet, so I'm not sure what the savings will be for that route (and I hope it's worth it, otherwise they'll need to drop the cover price down from the current $8.99 to keep me interested long-term) but it's probably worth looking at if your into that kind of stuff, and there is a lot of content crammed into one issue.
